The Council of the Township of North Huron adopted an updated Site Plan Control By-law in 2024. Site Plan Control (SPC) is a planning tool used to evaluate and manage site level elements of a development including drainage, access for pedestrians and vehicles, walkways, lighting, waste facilities, landscaping, and building orientation. All lands within the boundaries of the Township of North Huron are subject to site plan control pursuant to subsection 41(12) of the Planning Act, R.S.O. 1990, c.P.13, as amended. 

Before a building permit can be issued, a Site Plan Control Agreement must be fully executed between the property owner and the Township, unless the proposed development is exempted as outlined in the Township Site Plan Control By-law. The Site Plan Control Agreement holds the developer/owner accountable to develop and maintain the site as per the approved site plans and terms of the agreement. Securities are collected as part of the site plan control agreement.

Site Plan Application Process

Step 1 - Pre-Consultation 

Applicants are strongly encouraged to consult with the Planner and Municipal staff on the proposed project prior to submission of the site plan control application materials. 

To contact and request a pre-consultation meeting with Township staff, please contact the planner.

Step 2 - Submission of Application Materials

Once the applicant has consulted with the Planner and Municipal staff, they can submit their complete application form and supporting documentation. 

Site Plan Application Requirements  

At a minimum, the following documentation must be submitted in support of a site plan application: 

  • A completed site plan application form; 
  • Any information or materials prescribed by statute; 
  • Any supporting information, materials, drawings or technical studies to be provided within the initial submission, as determined through the pre-consultation meeting(s); and 
  • The prescribed, current application fee(s), as amended from time to time. 

Step 3 - Review of Submission Materials

The submitted application form and supporting documentation are circulated to the relevant members of the North Huron Development Team, consisting of relevant Township/County staff and external agencies, for review and comments. 

Step 4 - Addressing Comments

Any comments or conditions received that need to be addressed by the applicant are sent to the applicant. The application will need to be resubmitted with amendments or alterations as determined by the comments from the North Huron Development Team. 

Step 5 - Drafting of Site Plan Control Agreement 

Once all comments have been addressed and the materials submitted are to the satisfaction of the North Huron Development Team, a site plan control agreement is drafted and sent to the applicant for review. 

Step 6 - Execution of Site Plan Control Agreement

Once the Site Plan Control Agreement has been fully executed by the owner and the Clerk, the Agreement is registered on the title of the property. 

Step 7 - Collection of Securities and Other Applicable Fees 

The owner/applicant is responsible for any reasonable and foreseeable charges that may occur as a direct result of their development. The following fees and charges will accompany the site plan control process: 

  • The application fee, as per the North Huron Fees and Charges By-law.
  • Where the Township requires assistance from its solicitors or other technical or professional consultants in the processing of an application, the owner shall be responsible for reimbursing all legal and consulting fees incurred by the Township. 
  • The Township of North Huron requires securities to be posted for a development. 
  • The applicant is responsible for paying the fees associated with registering the Agreement on title of the property.
