Acceptance of Donations and Fundraising Campaigns

The Township of North Huron recognizes that community groups, organizations, and individuals, may wish to make donations or raise funds to support Township projects, programs, or services. In order for Council to conduct all municipal business in an open and transparent manner, the Council of the Township of North Huron adopted a Acceptance of Donations and Fundraising Campaigns Policy in 2024. The purpose of this policy is to: 

  • Establish methods for accepting Donations and issuing Income Tax Donation receipts for income tax purposes. 
  • Set out a process for establishing Fundraising Campaigns.
  • Define the conduct of Members of Council pertaining to their support and involvement with Fundraising Campaigns. 
 Donating to the Township

All donations are required to be presented to the Council of the Township of North Huron for consideration. Council reserves the right in its sole discretion to accept or decline any donation.

Council may accept donations from community groups, organizations and individuals subject to general direction. Donations where the purpose is not specified will be deemed to be undesignated and become contributions to general revenue of the Township.

After a Council decision has been made to accept a donation, the donation shall be non-refundable and the donor shall relinquish any involvement. The Township will issue an Official Income Tax Receipt for donations that qualify as Charitable Gifts in accordance with the Income Tax Act, regulations and CRA guidelines, and any implementation or use of the funds will be the responsibility of the Township and in accordance with applicable Township policies.

To present a donation to Council, please contact the Township of North Huron Clerk's Department.

 Establishing a Fundraising Campaign

Fundraising Campaigns may be established to raise funds to be donated to the Township to support a particular Township project, program, or service. All Fundraising Campaigns require the approval of the Council of the Township of North Huron in order to be established.

Community groups/organizations/individuals requesting Council approval of a Fundraising Campaign need to first contact the Township of North Huron Clerk’s Department to request a copy of the Fundraising Campaigns Application Form. All requestors must complete this form in its entirety to provide the information necessary for Council’s consideration on whether to establish the Fundraising Campaign.

All completed Fundraising Campaigns Application Forms can be submitted to the Clerk's Department through one of the following methods: 

  • By completing the online form;
  • By email; 
  • In person at the Municipal Office at 274 Josephine Street, Wingham, ON N0G 2W0; or 
  • By regular mail to P.O. Box 90, 274 Josephine Street, Wingham, ON N0G 2W0. 
 Council Member Involvement in Fundraising Campaigns

Members of Council may support Fundraising Campaigns in a variety of ways including, but not limited to:

  1. Encouraging community and corporate donations to Fundraising Campaigns;
  2. Acting as the Council Representative to a Fundraising Campaign for the purpose of serving as a liaison between the Campaign and Council (any Council Representative appointment must be a decision of Council).

Members of Council supporting Fundraising Campaigns must exhibit accountability and transparency with their involvement and carry out their involvement in a manner that promotes public confidence. 

Members of Council must not use the influence of their office for any purpose other than the lawful exercise of their official duties and for municipal purposes.
