Blyth BIA Board of Management |
The Blyth Business Improvement Area (BBIA) was formed in 2011 and replaced the former Blyth Business Association. Its sole purpose is to serve the community of Blyth with their business needs. Specifically, the Council of the Township of North Huron appoints the Board of Management of the BBIA to:
- Plan and administer activities for the promotion of BBIA as an attractive business and shopping area and for the maintenance of the appearance of the Blyth Ward;
- Engage in strategic planning necessary to address BBIA issues;
- Advocate on behalf of the interests of BBIA; and
- Manage the money that is collected by Township of North Huron from the required special BIA levy for these activities.
The Council of the Township of North Huron appoints members to the Board of Management as follows:
- One (1) member appointed from the elected Councillors of the Township of North Huron; and
- A minimum of six (6) and a maximum of ten (10) members appointed from those elected by the BBIA membership at a General Meeting.

Committee of Adjustment |
The Committee of Adjustment is a statutory tribunal with authority delegated to it by the Council of the Corporation of the Township of North Huron under the provisions of the Ontario Planning Act. The purpose of this Committee is to hold public hearings to make decisions on Minor Variance Applications submitted pursuant to Section 45 of the Planning Act.
Members of the Committee include members of the Township of North Huron Council, although it does operate independently from Council and its decisions may be appealed to the Ontario Land Tribunal (OLT).
The Committee meets on an as-needed basis to address applications. These meetings are held at 5:30pm, prior to a regular meeting of the Council of the Township of North Huron.

Court of Revision |
The Court of Revision is an appeal body established under the Drainage Act and administered by the local municipality. The Court of Revision allows landowners to challenge their drainage assessments quickly and informally. The Court of Revision has one power – to reallocate funds in a drainage assessment schedule. The Court cannot make changes to the technical aspects of the Drainage Report and they cannot refer the report back to the engineer for modifications.
Members of the Court may hear appeals on three grounds:
- Land or road has been assessed too high or low;
- Land or road should have been assessed but has not; and
- Due consideration has not been given to the land’s use.
The members of the Court must hear these appeals and decide whether they are valid. The members must conduct themselves fairly and without bias.
If the drainage works only affects the initiating municipality, the initiating municipality’s Council appoints three (3) to five (5) members to make up the Court of Revision. If the drainage works affects two or more municipalities, the Council of initiating municipality appoints two members of Council and every other municipality involved appoints one person to be a member.

Cross Border Ad-Hoc Committee |
The Cross Border Ad-Hoc Committee is compiled of three (3) Councillors from the Township of North Huron. The Committee meets on an as-needed basis to discuss and negotiate cross border service agreements that they share with bordering municipalities.

Economic Development and Recovery Committee |
The Economic Development and Recovery Committee is meant to enhance the economic opportunities as well as the quality of life for all Township residents. The Committees main role with the Township of North Huron Council is to provide comments and make recommendations to Council on matters related to economic development, business attraction and retention and recovery.
The Committee leads the Township’s economic development recovery during and after the outbreak of COVID-19 and provides input and advice on marketing and tourism related matters. The Committee is to advise Council on the co-ordination of economic development strategies, recoveries and initiatives with other regional organizations such as the County of Huron, other municipalities, Community Futures Huron, Regional Tourism of Ontario 4, the Ministry of Economic Development and Job Creation, the Ministry of Agriculture Food and Rural Affairs, the Ministry of Municipal Affairs and Housing, the Blyth Business Improvement Association and the Wingham Business Improvement Association.
The Committee is comprised of both voting and nonvoting members. The 11 voting members are comprised of:
- Two (2) Council Representatives;
- One (1) appointed Blyth BIA Representative;
- One (1) appointed Wingham BIA Representative; and
- Up to seven (7) Public Members at large. Public members will be chosen to represent a broad spectrum of business sectors including but not limited to: manufacturing, construction, creative industries, agriculture, real estate, retail, and finance.

Fundraising Committee for the North Huron Museum Relocation Capital Project |
The Fundraising Committee is an Ad Hoc Committee that reports directly to Council. The Fundraising Committee for the North Huron Museum Relocation Capital Project will be responsible for the raising of funds necessary to support the capital and relocation expenditures required to prepare the former train station facility for operation as a North Huron Museum. The purpose of the Committee is to plan, coordinate, implement, and evaluate fundraising activities in support of the project.
The goal of the Fundraising Committee will be to raise $420,000 in funds to support the capital and relocation costs identified in the North Huron Museum Committee Final Report/Proposal accepted by Council on November 10, 2021.
In accordance with the North Huron Procedure By-law and the Committee Appointment Policy, an Ad Hoc Committee means a committee formed for a specific task or objective, and dissolved after completion of the task or achievement of the objective. Council shall dissolve the Fundraising Committee, by resolution, when the mandate has been met or at any other time that Council deems it appropriate.

Property Standards Committee |
The Property Standards Committee is a mandated Committee as per the Ontario Building Code Act, S.O. 1992, c.23 and the Township of North Huron Property Standards By-law. The Committee hears the appeal of any owner or occupant who has been served an Order, issued under the Township of North Huron Property Standards By-law, and who is not satisfied with the terms or conditions of the Order. In accordance with the Ontario Building Code Act, the Committee has the authority to confirm the Order, modify the Order, rescind the Order or extend the time for complying with the Order.
The Committee is an independent body consisting of all members of Council.
The Committee holds public meetings on an as-needed basis with the time, date and location of the meeting being decided by the Municipal Clerk in consultation with the Chair.

Police Services Board |
The Police Services Board is responsible for the provision of adequate and effective police services within the Township of North Huron.
The Police Services Board is responsible under Section 10 of the Police Services Act to:

Participate in the selection of the detachment commander of the detachment assigned to the municipality or municipalities;
-
Generally determine objectives and priorities for police services, after consultation with the detachment commander or his or her designate;
-
Establish, after consultation with the detachment commander or his or her designate, any local policies with respect to police services (but the board or joint board shall not establish provincial policies of the Ontario Provincial Police with respect to police services);

Monitor the performance of the detachment commander;
-
Receive regular reports from the detachment commander or his or her designate on disclosures and decisions made under section 49 (secondary activities);
-
Review the detachment commander’s administration of the complaints system under Part V and receive regular reports from the detachment commander or his or her designate on his or her administration of the complaints system.
The Board consists of:

Two (2) Council Members appointed by by-law of the Council;
-
One (1) person appointed by by-law of the Council, who is neither a Member of the Council nor an employee of the municipality;
-
Two (2) people appointed by the Lieutenant Governor in Council.
The Police Services Board meets four times a year on the third Tuesday of the month. Typically, meetings are held in months of March, June, September, and December at 7:00pm.

Wingham BIA Board of Management |
The Wingham Business Improvement Area (WBIA) was established in January 2013 and its sole purpose is to serve the community of Wingham in their business needs. Specifically, the Township of North Huron appoints to Board if Management of Wingham BIA to:

Plan and administer activities for the promotion of the WBIA as an attractive business and shopping area and for the maintenance of the appearance of the downtown core;

Engage in strategic planning necessary to address WBIA issues;

Advocate on behalf of the interests of WBIA;
-
Manage the money that is collected by the Township of North Huron from the required special BIA levy for these activities.
The Board of Management is a standing committee of the Council of the Township of North Huron. Board of Management and sub-committee work is on a volunteer basis. The Council of the Township of North Huron appoints members to the Board as follows:

One (1) member appointed from the elected Councillors for the Township of North Huron; and
-
A minimum of four (4) and a maximum of eight (8) members appointed from those elected by the WBIA membership at a General Meeting.
